Supervisors Unseal Bids To Widen Skelp Bridge

The East Caln Township Board of Supervisors has received bids for widening the Skelp Level Road Bridge.

After advertising for the project, the township received cost proposals

from J. D. Eckman Construction Co. of Atglen and G&E Construction Inc. of Lancaster. At its meeting Wednesday night, the board opened the sealed bids: G & E Construction proposed a cost of $301,036, while J. D. Eckman Construction entered a bid of $305,276, which included $17,000 for insurance coverage required by Consolidated Rail Corp.

The 80-year-old, single-lane bridge is to be widened to two lanes and to have an increased weight limit. The bridge now has a 5-ton limit.

The Board of Supervisors took no action on the bids, explaining the bids first must be submitted to the Pennsylvania Department of Transportation for approval. In addition, the bids will be reviewed by township engineer Gary Smith. The supervisors said that they would award a contract for the project in April.

Funding for the project, which has been in the planning stages since 1983, would come mostly from the state. Costs for the work were estimated by the state at $263,000 in 1980, with PennDOT reimbursing the township for 80 percent as long as the cost did not exceed the state's estimate. Likewise, Conrail agreed to contribute 10 percent of that estimate.

According to township manager Ed Hill, East Caln will have to pay the difference between the state's estimate and the actual cost of the project.
