On tonight's Larry King radio show at 11 on WIP (AM/610), Steve Friedman, executive producer of "USA Today: The Television Show" talks about the new magazine-type program that makes its debut nationally tonight. (Channel 3 will air the Monday-Friday show at 1:30 a.m.)

Meanwhile, another Steve Friedman, who hosts "Entertainment at Noon" on radio over WCAU (AM/1210), talks today with Peter Tomarken, host of "Wipe- Out," a new syndicated game show. Also on WCAU, at 1 p.m., Jane Norman (you may remember her as Channel 10's Pixanne, a children's show host), talks about skin problems with dermatologist Ned Ryan. Norman sits in for regular "'Speaking of Your Health" host Dr. Marty Weisberg.

Although Ralph Collier continues his "One Man's Opinion" program weekdays at 8:30 a.m. on WFLN (FM/95.7), the veteran broadcaster lost his long-running ''Collier-at-Large" show when new owners took control of the classical music station recently. But Charles Lee, a WFLN broadcaster for many years, still is doing his reviews and cultural reports. They now air on "Arts in Review" weekdays at 9:55 a.m. and 4:30 and 7:55 p.m. On Saturdays he'll be heard about 4:30 p.m., after the Metropolitan Opera broadcasts from New York. On Sundays, you can hear him about 4 p.m.

Bad Company members Mick Ralphs, Simon Kirke and Brian Howe appear on ''Rockline" at 11:30 tonight on WYSP (FM/94) . . . Side 2 of Creedence Clearwater Revival's "Bayou Country" is on "Seven O'Clock Sideshow." ''Side of the Moon" will be featured.

TUESDAY HIGHLIGHTS

With record high electric bills arriving after the hottest summer ever, Philadelphia Electric's Pat Webster and Chuck Rogalla give advice on how to budget your bills, at 11 a.m. on "Consumer Watch," hosted by Sandy Weinberg on WCAU-AM . . . Also at 11 a.m., optometrist Stanley Herbets talks with host Susan Bray on WWDB (FM/96.5) about his 30 years of working with children who have vision problems. He will discuss the connection between poor vision and learning difficulties.
