Crash Kills 2 In Logan; 3 Boys Held

A man and a 11-year-old girl were killed yesterday and the girl's 7-year- old sister was critically injured when a stolen car driven by a 12-year-old boy spun out of control while being chased by police through the city's Logan section.

Early today, police charged the driver and two passengers, ages 13 and 14, with aggravated assault, auto theft, reckless endangerment and conspiracy. Police said possible homicide charges would be reviewed today by the District Attorney's Office.

The girls were struck about 5:30 p.m. as they waited on the corner of Ninth Street and Lindley Avenue, about a block from their home. Police said the stolen vehicle had crashed into another car, which swerved into the girls as they headed to a corner store nearby.

Also killed in the accident was William O'Conner, 53, the father of nine children and a real estate agent who lived in the 700 block of West Chelten Avenue. O'Conner, who was driving the car that was struck by the stolen vehicle, was pronounced dead at Albert Einstein Medical Center shortly after 6 p.m.

Tyesha Tate, 11, of the 5200 block of North Ninth Street, was pronounced dead at 6:50 p.m. at Einstein. Her sister, Robin, was reported in very critical condition last night at the hospital, police said.

"It happened so fast - I had just seen them on the corner," said Jeannette McCray, a neighbor who drove the girl's mother to the hospital after the incident. "They had not yet crossed the street when the car hit them."

The 12-year-old driver ran from the scene but showed up at Einstein shortly afterward with minor injuries and was taken into custody, police said. The two other boys were caught by police after they tried to run from the scene, police said.

"One guy ran down Ninth Street and one guy ran down Lindley," said Kyle Howerton, 9, who saw the accident. "They both got caught. The guy driving the car jumped out and ran away."

The 13-year-old boy was admitted to the hospital in guarded condition; the 14-year-old boy was treated for cuts and bruises and taken into custody by police, according to a nursing supervisor.

Relatives of the driver told police that the boy was an escapee from the Juvenile Justice Center, a detention facility in the 5700 block of Thompson Street in West Philadelphia. Police said the 12-year-old and 13-year-old were both wanted on bench warrants for failing to appear in court on previous offenses. Police were withholding the juveniles' names because of their age.
