Developer Agrees To Deadline

After months of harsh exchanges between the West Grove Borough Council and the developers of the West Meadows housing development, the two sides have reached an agreement that stipulates all work will be completed by Sept. 1, nearly three years after it was begun.

The agreement, drawn up by borough solicitor Glenn Diehl, was presented at a special meeting Wednesday night. Residents of West Meadows who attended said they thought the contract was fair.

Under the agreement, developers Robert Ruggio, Charles Wilkinson and Brock Vinton of West Meadows Associates will begin paving in the development Aug. 6 and complete it by Aug. 17.

In addition, work such as repairing sidewalks and completing drainage systems will be done by Sept. 1.

The agreement also states that if the developers do not complete the work by the stipulated dates, they will be in default and the borough will be entitled to escrow funds to finish the job.

On Thursday, Ruggio said he planned to sign the agreement no later than tomorrow.

"We have been working on the agreement for three weeks now and there are no surprises to me," he said. He said the agreement was delayed because of differences of opinions between the borough engineers and the developers' engineers.

"The amount of work that needs to be completed is not major, only minor problems that you would see anywhere," he said.

If Ruggio and his partners do not sign the agreement, Diehl said the borough would sue.

"We have been trying to avoid any court action," Diehl said. "Hopefully we can do that with this agreement."
