Ex-prison Guard Pleads Guilty To Drug Charges

Roberto E. Delgado started coming in contact with convicted drug dealers and users when he became a Bucks County Prison guard on June 26, 1992.

But it wasn't long until Delgado, 35, began acting like some of the criminals he was watching.

Twelve times between Oct. 28 and Feb. 26, Delgado, of the 3400 block of Hurley Street in Philadelphia, sold cocaine to undercover Warminster Township police officers, according to court records.

Eleven of the drug buys, financed with money from the Bucks County District Attorney's Office, took place inside or outside Nickels tavern, 285 County Line Rd., Warminster.

Delgado later told police he got the cocaine from Philadelphia, but wasn't specific. The cocaine was sold for $20 each time, in amounts ranging from 0.17 gram to 0.50 gram.

On March 25, Delgado was arrested and charged with 12 counts of delivery of a controlled substance.

He was fired from his prison job the same day.

On Tuesday, Delgado pleaded guilty to the dozen counts. He told Judge William Hart Rufe 3d that he wasn't a drug user and that he only sold the cocaine to make money.

Bucks County does not have a drug testing program for prospective prison guards, said Clifton Mitchell, personnel officer for the prison. Delgado had no prior arrest record.

He blamed his actions on marital problems, the need to buy his girlfriend gifts, and pressure from his mother.

"He was dealing (cocaine) to keep his girlfriend in jewels," said Gary Gambardella, deputy district attorney. "He was trying to find a way to make an easy buck."

Delgado "really showed no remorse" about selling drugs, said Gambardella.

Neither did Rufe when sentencing the defendant.

The judge, telling the ex-guard he "violated the public trust in a position of authority," sentenced Delgado to serve three to 10 years in a state correctional institution.

SEX CHARGES. Saying he didn't want to put his 9-year-old victim through the pain of testifying at a trial, Anthony Staffieri, 39, of the 1100 block of Coleman Avenue in Philadelphia, pleaded guilty last week to a host of sex charges.

Judge Kenneth G. Biehn deferred Staffieri's sentencing for 90 days, to

allow the defendant to undergo a court evaluation.

The charges were: one count of involuntary deviate sexual intercourse, two counts of rape and one count each of statutory rape, aggravated indecent assault, indecent exposure, corruption of minors and endangering the welfare of children.

The minimum mandatory sentence for the involuntary deviate sexual intercourse charge is five years in a state prison.

According to court documents, all of the crimes were committed between March 19, 1992, and February inside Staffieri's girlfriend's apartment in Levittown.

The 9-year-old victim was known to the defendant, who also admitted to authorities that he had sexual contact with three other young girls several years ago.

The latest charges were filed against Staffieri on April 1 by the Bristol Township Police Department. He had no prior arrest record.
