CLINTON'S RATING CONTINUES TO SLIDE

President Clinton's approval rating among Americans has fallen again, continuing a six-month slide, according to a survey released yesterday.

The poll by Louis Harris and Associates found that only 40 percent of adults surveyed gave the president an "excellent" or "pretty good" approval rating, while 59 percent thought his job performance was "fair" or ''poor."

The Harris group noted Clinton's approval rating is sliding despite an improvement in the economy.

"In the past, the state of the economy has usually been the single most important factor in helping or harming other presidents' standings," pollster Humphrey Taylor said in releasing the results.

HILLARY FIRES UP 'THE HEALTH EXPRESS'

Hillary Rodham Clinton came to Faneuil Hall yesterday to fire up some revolutionary zeal for health-care reform.

But it was the folk singer Peter Yarrow, of Peter, Paul and Mary fame, who transformed a dry political rally into an emotional, teary-eyed revival. Singing "health care belongs to you and me" to the tune of "This Land Is Your Land," Yarrow brought the crowd to its feet, swaying, clapping and singing along as the first lady walked in with Sen. Edward M. Kennedy, D- Mass.; Rep. J. Joseph Moakley, D-Mass., and Boston Mayor Thomas Menino.

Hillary Clinton addressed hundreds of people inside and outside Faneuil Hall to kick off a bus trip that will make stops at Jersey City, N.J., Albany, Philadelphia, Wilmington and Baltimore.

The so-called "Health Security Express" sponsored by Health Care for All, a coalition of labor and consumer groups, is one of seven bus caravans that will converge on Washington on Wednesday to lobby for guaranteed health care.
