Borough Solicitor Fincourt Shelton advised the council to review all the allegations.
``If what she said is true, there should be action taken, but they should review it first and then take appropriate action.''
Brown accused Police Chief Robert F. Smythe of improperly drawing a $4,700 reimbursement for unused uniform and cleaning allowances dating back six years. She also said that Borough Manager Nick DiGregorio paid himself more than $3,700 in unauthorized overtime and other income.
And, citing a borough check dated Dec. 16, she said that retired Police Sgt. Richard A. Galli was paid more than $11,000 for unused sick days without council authorization. Galli pleaded guilty in November in Delaware County Court to threatening a store owner while in uniform and, in a separate incident, releasing a woman from custody in return for a sex act. He retired in November and will be sentenced Jan. 20.
She also accused officials of buying four unauthorized cellular phones with borough funds and of using them to rack up expensive phone bills that were three times higher than past bills.
One of the unauthorized phones was given to Council President Alfred Robinson Jr., she said.
Smythe said he did get the uniform and cleaning reimbursement but said he believed it was legitimate.
``If somebody tells me it's wrong, I'll give back that money,'' Smythe said.
DiGregorio also denied any wrongdoing.
``There was nothing inappropriate done, and I'm sure council will find that,'' DiGregorio said.
Robinson said that if DiGregorio had been paid any unauthorized overtime, he should pay it back to the borough.
Smythe said Galli was entitled to the thousands of dollars in sick pay he received.
