I DON'T CARE if state law grants Philly housing police the same authority as municipal police officers, PHA cops should not be allowed to conduct surveillance on people who don't live in PHA properties.
If the saga surrounding the 5800 block of Webster Street is true, it sounds as if Councilwoman Blackwell, also a PHA commissioner, is abusing her power. If the neighbor living at the house that was being investigated truly was a nuisance, then residents should go through the proper channels to stop the problem. If her house isn't receiving PHA assistance, then they are not the proper channel.
