Charges in hit-and-run that killed woman cyclist

Police charged a 39-year-old Frankford man in a hit-and-run accident Sunday that killed a 24-year-old Wissinoming woman who was riding a bicycle.

Manuel Albandoz was drunk, unlicensed, and driving a black Ford Taurus that did not belong to him when he struck the cyclist about 12:25 a.m. Sunday at Torresdale and Adams Avenues in Frankford, police said Monday.

Celina Langan of the 6100 block of Tulip Street died later at Hahnemann University Hospital, police said. The Taurus was found abandoned near the scene. Albandoz was charged with homicide by vehicle, driving under the influence, leaving the scene, and related offenses.
