A Horsham photographer has been charged with soliciting a minor over the Internet after a sting operation by the state Attorney General's Office.

Richard Bitan, 53, is accused of trying to arrange a sexual rendezvous in February with a chat-room partner he thought was a 13-year-old girl. In addition to offering to teach the chat partner photography, Bitan asked lascivious questions and sent a series of sexually explicit webcam videos of himself, according to a statement from the state office.

The chat partner was an undercover state agent, and Bitan was arrested in Montgomery County at the place they had arranged to meet. He has been charged with 10 felony counts, and bail was set at $100,000 at an arraignment Tuesday.

Bitan is due back in court Aug. 10 for a preliminary hearing. - Derrick Nunnally
