Street has tried unsuccessfully to reach Greene - privately via telephone calls and e-mails, and publicly with appeals through news reports. But Greene has not shown up for work the last two days, although he phoned some members of his staff Tuesday, a PHA spokeswoman said.
Street said it was not unusual for the board to skip its August meeting because of summer vacations. But given pressing questions about Greene's financial and tax problems, he said, the session should proceed.
Street said he did not know if Greene or someone on his staff decided to cancel the meeting. But, he added, "the likelihood is the board will meet next Wednesday anyway in executive session."
One of five board members, Street said he had not heard from Greene for days. The former mayor said he planned to go to PHA's Center City office Wednesday morning "to get to the bottom of this."
"If there was no controversy, the cancelation of the meeting would be nothing," Street said.
Greene has not been at work this week, but Nichole Tillman, a PHA spokeswoman, said he had spoken to some members of his staff. She did not elaborate.
She said Greene told them he would not be at work Wednesday either. She offered no further explanation.
At least one PHA commissioner - City Councilwoman Jannie L. Blackwell - gave Greene a strong endorsement Tuesday, saying she was "1,000 percent" behind him, though he had not returned her calls or e-mails.
Greene, she said, "is a visionary. He's done more housing production in the city than anyone else."
The PHA is a state-chartered agency, funded mostly by the federal government to serve poor Philadelphia residents. As PHA head, Greene earns $306,370 and oversees housing for 81,000 people.
