Citizens group calls for PHA’s Greene to resign

A good-government watchdog group today called on embattled Philadelphia Housing Authority chief Carl R. Greene to resign from his $306,000-a-year job.

Zachary Stalberg, president and CEO of the nonpartisan Committee of Seventy, said Greene's ability to run the agency has been "thoroughly compromised," particularly by his failure to inform the PHA board of sexual harassment claims against him and cash settlements paid to resolve the complaints.

Stalberg said Greene should resign before the PHA board's meeting set for Thursday so it can "can focus on larger issues, such as strengthening internal policies to ensure that the same problems don't happen in the future."

The Committee's call for Greene's resignation reflected the consensus of the group's board, said Ellen Mattleman Kaplan, its policy director. Pat Eiding, who also is on PHA's board, did not participate in the decision.

Stalberg said the call for Greene's resignation had nothing to do with his personal financial problems.

"Especially in this economic climate, the public understands that public officials are human and have issues like everyone else," Stalberg said in a statement. "But empathy quickly turns to anger when their dollars are used to settle sexual harassment claims."
