Constar International Inc., of Philadelphia, has hired George Caplea as executive vice president of global business development. Caplea had been with Valley Towing Products of Rochester Hills, Mich.

The Federal Reserve Bank of Philadelphia has promoted D. Blake Prichard to first vice president and chief operating officer, effective Jan. 1. Prichard is executive vice president responsible for information-technology services, customer relations, and treasury and payment services.

Susquehanna Bank has named Tony LaMarca managing director of commercial banking for the Delaware Valley region. He had been vice president and managing director of commercial banking for Wilmington Trust Corp. in Philadelphia.

Richard T. Smith has been promoted to vice president for information technology for Elwyn Inc., the human-services agency based in Media. Smith had been Elwyn's senior director for information technology.

Philadelphia Financial, an insurer of private-placement investments, said Ken Kilbane had been hired as executive vice president of strategic initiatives. Kilbane most recently was president of Transamerica's international life operations.

Philadelphia Belle, which provides dinner cruises and entertainment on the Delaware River waterfront, has hired Tom D'Amato as vice president and general manager. D'Amato had been vice president of restaurant operations for Entertainment Cruises Inc.

The boards of The Woodlands Trust for Historic Preservation and the nonprofit Woodlands Cemetery Co. said Andrew A. Zellers-Frederick had been named executive director of The Woodlands, a National Historic Landmark District in West Philadelphia. He had been executive director for the Masonic Library and Museum of Pennsylvania in Philadelphia's landmark 1873 Masonic Temple.

First Financial Group, a general agency of Massachusetts Mutual Life Insurance Co. in Bala Cynwyd, said Christopher Whittle had been hired as vice president of agency sales. He had been district sales manager at Mutual of Omaha Insurance Co.

Nick Magliato has been named chief operations officer at SunGard Availability Services L.P., Wayne. He joined SunGard from IT-consulting firm CRGT Inc.

The National Constitution Center, Philadelphia, said Stephanie Reyer had been promoted to vice president of exhibitions. Reyer had been director of exhibitions.
