William L. Graham has been named chief executive officer of The SI Organization Inc., Valley Forge. Graham had been president of the Enterprise Integration Group within Lockheed Martin Corp. Lockheed Martin divested EIG in November, and EIG named itself The SI. The SI provides engineering and integration services.

Emilio Cooper has joined Citizens Bank as executive vice president and retail director for Greater Philadelphia, with responsibility for more than 230 Citizens Bank branches in eastern Pennsylvania, New Jersey, and Delaware. Cooper had been Wachovia Bank's community bank president for Philadelphia and Delaware, leading sales and operations in Chester and Delaware Counties, South Philadelphia, and the state of Delaware.

National Penn Bancshares Inc., Boyertown, Pa., said Nancy Corson and Gary Davis, senior vice presidents at the bank, were named team leaders for commercial real estate in the bank's southern region. Corson had been regional credit officer for the southern division's commercial and industrial lenders. Davis had been a senior relationship manager for the bank's commercial and industrial and commercial real estate portfolios.

Lockheed Martin Advanced Technology Laboratories, Cherry Hill, said it had appointed Robert Mandelbaum chief technology officer. Mandelbaum most recently was a program manager at Defense Advanced Research Projects Agency.

EPortation Inc., a Philadelphia provider of real-time information logistics and mobile technology, has named Andre C. McCoy chief operating officer. McCoy had been a territory manager at Nortel Networks Corp.

Radian Guaranty Inc., the Philadelphia mortgage-insurance subsidiary of Radian Group Inc., has hired Brien J. McMahon as its first chief franchise officer. He previously led national sales for PHH Mortgage Corp.

Lawyer Marti Candiello was named to head the Office of Career and Professional Development at the Earle Mack School of Law at Drexel University, beginning in January. Candiello, the former general counsel of Sunoco Chemicals, most recently was a principal of ClientBridge L.L.C., which helps professional service organizations.
