Mayor Nutter has appointed Jeff Rush to the Zoning Board of Adjustment, which hears and decides appeals in zoning matters, considers special ordinances, and grants variances. Rush owns and operates Lube Master Inc., an auto maintenance and repair facility in Mayfair, and previously was vice chairman of the Central Delaware Advocacy Group.

Penn Virginia Corp., a Radnor natural gas and oil firm, has elected H. Baird Whitehead, chief operating officer of the firm, to the board and to the post of president. The firm said it anticipated the board would elect Whitehead as chief executive officer to succeed A. James Dearlove.

The Philadelphia Affiliate of Susan G. Komen for the Cure, a nonprofit breast-cancer-advocacy group, has elected Ronald B. Morris treasurer of its board. He is managing member of Innovative Financial Services L.L.C.

Four new members were also named to the board:

Frank Becker, director of human resources, Chesapeake district, UPS Inc.

Judy Kellem, owner/president of Facilities Relocation Consultants Inc.

Sloane Six, CEO/president of Hazleton Oil & Environmental Inc.

Lawrence A. Smith, owner of Tradewinds Marketing International.

Gary Scharmett has been appointed to the board of the Philadelphia chapter of the Turnaround Management Association, an international association that focuses on corporate restructuring, turnaround management, and distressed investing. He is a partner at Stradley, Ronon, Stevens & Young L.L.P. and is co-chairman of the firm's finance and restructuring practice group.

M.F. Irvine Corporate Solutions, an insurance-consulting and administration firm, has elected Kevin Ryan to its board. He is a partner with the accounting firm Citrin Cooperman & Co. L.L.P.

John G. Waffenschmidt has been appointed to the Pennsylvania Environmental Justice Advisory Board by Pennsylvania Department of Environmental Protection acting secretary Michael L. Krancer. He is owner and operator of Covanta Energy Corp., which owns and operates energy-from-waste and renewable-energy projects.

West Pharmaceutical Services Inc., the Lionville maker of plastic packaging and injectable-drug-delivery systems, has increased the size of its board to 12 with the appointments of Mark A. Buthman and Douglas A. Michels. Buthman is senior vice president and chief financial officer of Kimberly-Clark Corp. Michels is president, CEO, and a member of the board of OraSure Technologies Inc.
