WANT TO BE A CITY WATCHDOG? Here's how to use the new high-tech tool from the City Controller's Office:

1 You need an iPhone, iPod Touch or iPad. If you don't have any of those, you can wait to see if this application becomes available for other phones, or join the line outside the Apple Store on Walnut Street tomorrow.

2 Download the free Philly WatchDog app through the App Store on the iPhone or on iTunes on your computer.

3 Get out there and start looking for city workers boozing on the taxpayer dime or taking office supplies home for their personal use. We recommend wearing a "secret agent" disguise like a trench coat and lurking near public buildings for as long as it takes.

4 You see something? Huzzah! It's time to use the app!

5 Open up the app and click on "Report Fraud, Waste and Abuse." From there you can describe what you saw, give your location and even include a video or photo.

6 Rinse and repeat until city is fraud-free.
