Man, 21, held in Easter slaying of teen

The law finally caught up with the thug who allegedly gunned down a West Philly teen on Easter Sunday.

Julian Frisby, 21, was arrested about 5:30 p.m. yesterday by U.S. Marshals and homicide detectives who tracked him to a friend's house in Norristown, where he was found hiding in the basement, authorities said.

An arrest warrant was issued on April 28 for Frisby in connection with the slaying of Jarrell Seay, 18, who was shot in the chest on his family's front porch on 55th Street near Thompson on April 24.

Police said Frisby and another man, who has not been identified, knocked on Seay's front door moments after he and his family finished eating dinner.

Seay stepped outside and briefly exchanged words with the two men, cops said. Seconds later, Frisby - whose neck appears wrapped in tattoos of flames and cursive writing - opened fire, police said.

Seay, a Wyncote Academy senior, died a short while later. Homicide Sgt. Tim Cooney said Frisby lived around the corner from Seay on nearby Allison Street. "We believe they were known to each other," he said, "but they were not associates at all."

Investigators have not pinned down a specific motive.

According to court records, Frisby was charged in September with possession of a small amount of marijuana.

The case was handled by a diversion court, which calls for defendants to attend education classes and pay a fine. Frisby was scheduled to attend another class on July 9, records shows.
