Physiotherapy Associates, an Exton provider of outpatient rehabilitation services, promoted Andrew DeVoe to chief executive officer from chief financial officer. He succeeds Dan Connors, who has been appointed executive chairman of the board.

PhaseBio Pharmaceuticals Inc., a privately held, clinical-stage biotechnology company developing drugs to treat diabetes, metabolic disease and cardiovascular disease, named Kathryn J. Gregory vice president of business development. She had been head of North America sourcing and procurement for Teva Pharmaceuticals and vice president of business development and licensing and head of strategic sourcing for Neose Technologies Inc.

VIIAD Systems, a Langhorne software company, hired Scott Hethcox as vice president of sales. He had been national sales director for Prime Health Services.

Pulse Electronics Corp., a Philadelphia electronic-components-maker, named John Dickson as senior vice president, chief information officer and human resources. He had been senior vice president and chief information officer of Andrew Corp.

Aqua Pharmaceuticals L.L.C., a West Chester prescription-drug marketer, hired Kimberley Forbes-McKean as vice president of research and development. She was executive vice president and chief scientific officer at Cutanea Life Sciences Inc.

Comcast Corp., the Philadelphia entertainment company, promoted Bret Perkins to vice president, external and government affairs from senior director of public policy.

Rite Aid Corp., the Camp Hill, Pa., drugstore chain, appointed David Kelly group vice president of construction. He had been senior vice president of real estate and development for the supermarket chain the Great Atlantic & Pacific Tea Co.

Univest Corp. of Pennsylvania, the Souderton parent company of Univest National Bank & Trust Co., hired Tamra T. Garber and Leanne W. Hayes as senior vice presidents and senior credit officers. Garber joins Univest from First Niagara, where she was a credit team leader and relationship manager. Hayes was a senior vice president and senior relationship manager at Wells Fargo.

Olivia C. Brown was named the new general manager at the Ritz-Carlton, Philadelphia. Brown had been the hotel manager at the Ritz-Carlton, Buckhead, in Atlanta and the interim general manager at the Ritz-Carlton, Westchester, in White Plains, N.Y.

Gabriel Kuriloff was appointed CEO of Arise Academy Charter High School, the public charter high school dedicated to students in foster care. He had been a teacher and achievement coordinator at a charter school in North Philadelphia.

GrayHair Software Inc., Mount Laurel, hired Paula Stoskopf as director of solution strategies. Stoskopf came to GrayHair from BCC Software Inc., where she was director of product management.

Penn National Gaming Inc., Wyomissing, Pa., named Jay Snowden senior vice president of regional operations, effective in October. Since 2010, he has been senior vice president and general manager of both Caesars Atlantic City and Harrah's Resort Atlantic City.
