Owner of 'stolen' pickup charged in deadly hit-run

A man who reported his pickup truck stolen after it killed a 46-year-old woman in a hit-and-run accident two weeks ago in Wissinoming has now been arrested and charged in her death, police said.

Angel Roque, 28, of the 4800 block of Devereaux Street in Wissinoming, is charged with vehicular homicide, involuntary manslaughter and driving under the influence in the death of Joyce Kenny.

He also is charged with filing a false report to incriminate another and tampering with evidence in an effort to avoid arrest, police said.

Court records indicate Roque was sentenced to three years probation in 2009 after pleading guilty to a charge of an accident involving death or injury. Details of that case were not immediately available. He also has at least one drug possession conviction.

Kenny was on her to work at about 6:50 a.m. on Sept. 29 when she was struck by a blue pickup with tinted windows on Torresdale Avenue near Fraley Street.

A little over an hour later, police found the truck with front end damage on the Delaware River waterfront nearby and Roque allegedly reported it stolen about the same time.

No word yet on how police broke the case.

Roque, who was arrested on Wednesday, is being held in lieu of $500,000 bail, of which he must pay 10 percent - $50,000 - to get released.
