Police believe Horrocks was at the wheel of a black 1999 Audi that was traveling at 60 miles per hour when it struck Eric Beck, 36, of Wild Rose Lane, as he crossed the street.
The Audi did not stop. authorities say. Beck's mother, Michelle, who had driven to pick him up, arrived at the scene just in time to hold her son's hand as he died.
An affidavit of probable cause attached to the criminal complaint filed today in Bucks County district court indicates Horrocks showed no remorse when he was told by friends later that he had killed the man he hit.
"Oh, did I, really?" he was quoted in the affidavit as saying.
A friend, Sean Carey, told police that he and another man were drinking with Horrocks at the Stadium Bar just west of the crash scene. The three, who were all drunk, decided to go to DaBar a short drive away, Carey said in the affidavit.
Carey told police that Horrocks arrived 45 minutes later, saying he "hit someone" and his Audi "was pretty messed up."
Carey told officers he was with Horrocks when the latter pulled the damaged car into a storage garage Horrocks rented in Morrisville. After viewing the damage and hearing that Horrocks intended to dump the car the next day, Carey decided to notify police.
Carey told investigators that the Audi wasn't even registered because Horrocks had just bought it through craigslist.com.
Police said they recovered a side-view mirror and the Audi's emblem of interlaced circles at the accident scene.
According to the affidavit, witness Sarah Frost told police she was driving eastbound on New Falls Road, which is a two-lane road.
At about 12:30 a.m., she saw a car with blue tinted headlights come up behind her "very close to her vehicle."
As Frost spotted a pedestrian crossing the road ahead, she saw the Audi swerve and pass her car on the right, hitting the pedestrian.
"After striking the pedestrian, the vehicle continued to drive east on New Falls Road, never stopping to check on the pedestrian," Frost told police.
In addition to vehicular homicide, Horrocks is charged with being involved in an accident that caused death, reckless endangerment, driving with a suspended license, failing to render aid, passing on the right on a two-lane road, and failure to notify police of an accident.
A preliminary hearing is set for 9 a.m. Feb. 28 in the district court of Judge Robert L. Wagner, Jr. in Levittown.
