A Chester County man who allegedly used his cellphone to shoot video of two small boys urinating in a public restroom faces a mandatory minimum sentence of 15 years in prison if he is convicted, federal officials said Thursday.
The U.S. Attorney's Office in Baltimore announced that Brian Matthew Williams, 28, of West Chester, had been charged by a grand jury with producing and possessing child pornography. Williams was arrested Wednesday night his home.
A three-count indictment says that Williams made the video at a restroom in Maryland without the knowledge of the boys. Officials did not identify the location.
