England's Wayne Rooney returned from a two-match suspension to head in the lone goal on Tuesday and give his team a 1-0 win over cohost Ukraine in Donetsk, clinching a spot in the European Championship quarterfinals.

Needing a win to advance, the Ukrainians thought they had equalized in the 62d minute when Marko Devic's looping shot appeared to cross the line before it was hooked clear by England defender John Terry. But the goal was not awarded by the referee or his extra assistant, who was half-standing on the field only a few meters from the post.

The controversy will likely add to the pressure on UEFA president Michel Platini to reverse his opposition to goal-line technology.

With the victory, England won Group D and will next face Italy in Kiev, Ukraine, on Sunday. France also advanced despite losing to Sweden, 2-0, in the other group match in Kiev. The French team's 23-game unbeaten streak came to a crashing end as Zlatan Ibrahimovic broke the deadlock in the 54th minute, sending a spectacular volley past helpless goalkeeper Hugo Lloris. Sebastian Larsson added a second goal in injury time.

Panagoulias led the U.S. men from 1983 to 1985, and also guided the 1984 Olympic team. He later managed Greece from 1992 to 1994.
