A Philadelphia man shot nine times last year has been arrested on charges of perjury for allegedly lying to police about the shooting.
James Ellis, 22, had been on the run from a gun charge since earlier this year and was apprehended Tuesday night, according to the District Attorney's Office. He also was charged with making a false report and hindering apprehension. The District Attorney's Office did not release details of his arrest.
The decision to charge Ellis with lying is part of an effort to take a harder line on those who refuse to help police solve violent crimes, according to District Attorney Seth Williams, who announced last week that his office had approved the charges. Williams said he hoped the decision to seek warrants for people who hinder investigations would "send a message to the no-snitching community."
