Suit filed in death of teen shot by Chester police

The mother of a teen killed by Chester police in 2010 during a shootout in which a Housing Authority officer was wounded filed a wrongful-death lawsuit Thursday against the city, the police department, and Delaware County investigators. Valerie Myers, of Philadelphia, claims in her civil rights action in federal court that excessive force was used against her 16-year-old son, Andre Morales.
