The former mayor of a South Jersey Shore town was arrested last night on tax evasion charges as he returned to the country from Afghanistan.

Carmine C. Inteso, Jr., the former mayor of Toms River, allegedly took a job as a contractor in the wartorn country after learning he was under investigation by the IRS, investigators said.

Inteso, 46, was taken into custody late last night at John F. Kennedy International Airport in New York, authorities said.

According to the indictment, Inteso was mayor of the Township of Toms River when he created a "sham" company that accepted more than $290,000 in commissions from an insurance broker. The broker, based in Maryland, provided insurance services for municipalities in New Jersey, including the Brick Township Board of Education and the Township of Toms River.

Inteso served as mayor of the Ocean County community in 2002, when it was known as Dover Township.

Inteso, who was also the former superintendent of Toms River schools, withdrew the money from the sham company and did not report it on his personal income tax returns.

In a six-count indictment handed up in November 2011, Inteso was charged with three counts of personal income tax evasion and failing to file personal income tax returns for three years.

After an initial court appearance in Newark this afternoon, Inteso was released on $200,000 bond.
