On its website Tuesday, the NCAA posted a list of rules and an outline explaining the temporary sanctions that allow Penn State football players to transfer to Football Bowl Subdivision schools without penalty.
Schools may begin open discussions with players at any point until classes begin Aug. 27 as long as they notify Penn State. That means schools can recruit players during telephone conversations and off-campus visits as much as they please, and athletes can make official on-campus visits to five schools.
