Beckloff said there was no evidence that Katherine had done anything wrong, but instead it appeared she was being prevented from fulfilling her role as guardian through the "intentional acts of third parties." He didn't elaborate on who those third parties were.
He also said the children — Prince, Paris and Blanket — cannot be taken outside California without court approval.
The developments came after days of turmoil among the Jackson family that included a relative reporting Katherine missing before she was found with other family members in Tucson.
Jermaine Jackson has said his mother was following doctor's orders to cut off communications with MJ's children. He didn't elaborate, either.
Randy Jackson appeared Tuesday on Al Sharpton's "PoliticsNation" and instead of talking politics, thank goodness, said he believes that Michael's will is a fake and that the executors of his estate have engaged in criminal activity.
The estate called the accusations "false and defamatory."
T.J. Jackson, meanwhile, filed his petition under seal but appeared in court and was appointed temporary guardian after describing a "strange" conversation he had with Katherine on Tuesday evening.
"I've never heard my grandmother talk like that," he said reluctantly. "In every way. The sound in her voice. The pauses."
He said that some of her speech sounded slurred and that she used words that made him wonder if she was speaking in code.
According to TMZ.com, a groggy Katherine called her Calabasas home at 2 a.m. and again at 4 a.m., and ordered that the security team be fired and replaced by Janet Jackson's security.
Katherine also ordered Trent Jackson, one of Michael's cousins and seemingly an ally of his children, off the property. Trent reportedly put the kibosh on Monday's attempt by Randy, Jermaine and Janet to haul the kids to Tucson.
TMZ sources say the prevailing view is that Randy and company have drugged their mom and that brother Jackie is furious.
The children's guardian ad litem, Margaret Lodise, said Prince and Paris supported the appointment of a temporary guardian. Lodise did not ask 10-year-old Blanket for his views and he chose not to issue a Blanket opinion.
Katherine's attorney Perry Sanders said that he had received word that Katherine was returning Wednesday to L.A. He said he met with Randy and Janet in Tucson on Tuesday, but he was not allowed to see his client. He said he still hoped the recent events were a misunderstanding, but he described them as "chaos."
Speaking of chaos, TMZ.com reports that family patriarch Joe Jackson has returned to L.A.
Snow White acts Dopey
After all these years, it turns out Snow White is a bit of a slut.
Kristen Stewart, who played Snow in the recent "Snow White and the Huntsman," has apologized publicly to boyfriend and "Twilight" co-star Robert Pattinson following tabloid reports that she had a brief but steamy affair with "Huntsman" director Rupert Sanders.
On the plus side, at least she wasn't cheating on Pattinson with all seven dwarfs.
Kristen, 22, issued her apology to People. It was quickly followed by an apology to People from the 41-year-old Sanders to his wife and two children.

"I'm deeply sorry for the hurt and embarrassment I've caused to those close to me and everyone this has affected," Stewart said. "This momentary indiscretion has jeopardized the most important thing in my life, the person I love and respect the most, Rob. I love him, I love him, I'm so sorry."
Sanders said he is "utterly distraught about the pain I have caused my family. My beautiful wife and heavenly children are all I have in this world. I love them with all my heart. I am praying that we can get through this together."

It's hard to remember what casinos did for marketing stunts before the advent of reality TV, but these days you can't swing a bottle of Cristal in a gambling hall without hitting some insta-celeb or other. Which explains why mom-to-be and guidette-of-letters Nicole "Snooki" Polizzi was at Wednesday's grand opening of Earl of Sandwich, a hot-sandwich emporium at Showboat Atlantic City.
The Snookster not only presided over the store's ribbon-cutting, but proudly lauded the wonders of her own sandwich. It's called the "Gorilla Beach" after her book and it's made with grilled chicken, bread crumbs, tomatoes, mozzarella cheese, lettuce and — as she said, "pickles, of course."
