A 25-year-old restaurant owner has been charged with cruelty to four kittens this week in Philadelphia's Logan neighborhood for allegedly swinging them by their tails and other acts.
The Pennsylvania SPCA's Humane Law Enforcement Department says it arrested Yu Zhen Chen yesterday at the Red Star restaurant on the 4900 block of Old York Road.
SPCA officials said police alerted them of a man seen on surveillance video mistreating cats in an alleyway. Police said they had been monitoring the video while investigating another crime.
The video, according to authorities, shows Chen swinging the cats by their tails and tossing them about, "and other acts of cruelty," according to George Bengal, head of Humane Law Enforcement for the Pennsylvania SPCA.
