HARRISBURG - Another top aide to Gov. Corbett is leaving his inner circle for a job elsewhere in state government.

Late Tuesday, the governor's office announced that Corbett was appointing his secretary of legislative affairs, Annemarie Kaiser, to a seat on the Gaming Control Board.

"This is an appointment that is very important to the governor," spokesman Kevin Harley said. "He knows that Annemarie's skill, integrity, and honesty will make her a great appointment to the board."

The board regulates the state's licensed casinos. As of last year, board members received $145,000 salaries.

It is the second major change the governor has made in his top staff in as many months. Earlier this summer, Corbett nominated lawyer William F. Ward, then his chief of staff, to fill a vacancy on Allegheny County Court. He replaced Ward with Stephen Aichele, who had been Corbett's chief counsel.

Ward's move came at a politically tumultuous time. Corbett was facing increasing pressure by top political advisers, supporters, and fund-raisers to address what they believed was the governor's growing image problem, marked by sagging poll numbers and a thorny relationship with the Republican-controlled legislature.

There was much speculation at the time that Kaiser, too, would be replaced as part of the effort to shake up Corbett's senior staff.

To succeed Kaiser in the $135,000 post, Corbett is tapping Christopher Carusone as his top legislative liaison.

Carusone is executive deputy general counsel in the governor's Office of General Counsel. Previously, he was a chief deputy attorney general when Corbett was state attorney general.
