Butkovitz gives OK to Nutter's revised budget

CITY CONTROLLER Alan Butkovitz gave his approval to Mayor Nutter's revised five-year financial plan Thursday - but warned that the city still faces serious budget risks.

Nutter updated the plan after members of the city's fiscal watchdog indicated discomfort with the original version, which didn't include details on how the city would pay for retroactive raises and benefit increases in a recent firefighters arbitration award.

The administration originally had not included those costs because it appealed the award. But two weeks ago, Nutter officials gave the Pennsylvania Intergovernmental Cooperation Authority (PICA) a list of potential cuts they would make if they lose their appeal and have to pay for the award, estimated to cost $200 million over five years.

Butkovitz said that the cuts balance the plan, recommending that the PICA board grant their approval.

"The critical thing that changed is that the city is acknowledging the possibility that they have to pay the firefighter award. That gets them to a balanced plan. But there are a lot of risks," Butkovitz said.

Among the risks, Butkovitz said, is that Nutter has not budgeted any money to pay for contracts for the city's non-uniformed workers, who have been without contracts for three years.

PICA is set to meet to debate the five-year plan Sept. 5. If PICA rejects the plan and the city cannot revise it to meet board members' concerns, the board could cut off some state funding to the city.
