Mayor Nutter on Tuesday told Council he was vetoing a bill that would have added a $4 surcharge to Philadelphia Parking Authority tickets to pay for improved maintenance at Parks and Recreation Department facilities and for increased taxicab regulation.
The veto was not a surprise because City Solicitor Shelley Smith had written an opinion in July saying that state law demands that Parking Authority revenue be divvied up between the city and the School District according to a set formula. She also said the bill, sponsored by Councilman Mark Squilla, would violate a provision of the City Charter that says the executive branch, not Council, directs spending.
