Area Votes in Congress

WASHINGTON - Here is how Philadelphia-area members of Congress voted on major issues last week:


Trade with Russia. By a vote of 365-43, members voted to establish normal trade with Russia and Moldova under World Trade Organization rules. The bill also replaces the 1974 Jackson-Vanik Act with sanctions on Russian officials linked to human-rights abuses and corruption.

A yes vote was to pass HR 6156.

Voting yes: Robert E. Andrews (D., N.J.), John Carney (D., Del.), Charles W. Dent (R., Pa.), Chaka Fattah (D., Pa.), Jim Gerlach (R., Pa.), Pat Meehan (R., Pa.), Joseph R. Pitts (R., Pa.), Jon Runyan (R., N.J.), Allyson Y. Schwartz (D., Pa.), and Christopher H. Smith (R., N.J.).

Voting no: Robert A. Brady (D., Pa.) and Frank A. LoBiondo (R., N.J.).

Not voting: Michael Fitzpatrick (R., Pa.), Tim Holden (D., Pa.).


Hunting, fishing, shooting. Members voted, 84-12, to advance a bill to expand hunting and fishing on federal land, promote conservation, protect wildlife habitat, fund shooting ranges, and take other steps to enhance outdoor recreation. A yes vote was to start debate on S 3525.

Voting yes: Thomas Carper (D., Del.), Bob Casey (D., Pa.), Chris Coons (D., Del.).

Voting no: Frank Lautenberg (D., N.J.), Robert Menendez (D., N.J.), and Pat Toomey (R., Pa.).

Cyber-Security Filibuster: Senators failed, 51-47, to reach 60 votes for ending the Republicans' filibuster of a bill to establish a voluntary system to help companies fend off cyber-attacks to systems such as power grids that could trigger chaos in the United States. A yes vote backed the bill (S 3414) over U.S. Chamber of Commerce objections.

Voting yes: Carper, Casey, Coons, Lautenberg, and Menendez.

Voting no: Toomey.

Key votes ahead

Congress is in Thanksgiving recess. In the week of Nov. 26, the Senate will debate the 2013 defense budget and bills to tighten companies' cyber-security and expand hunting and fishing on federal lands. The House schedule will be announced.
