"There is absolutely no way to know that information from just pulling up to park like I did," said Jeff Gleason, 65, who was visiting from New York City.

"It would be nice if they actually posted this news somewhere," said Jess Mathis, 36, of North Philadelphia. "Maybe they should have put it on Facebook or through some other form of social media to actually get the word out."
Mathis, who was shopping along Walnut Street, said had he not been informed by a police officer, he would have paid for parking and never known it was free.
Also announced was a discounted rate of $8 for parking in select PPA lots from 11 a.m. to 5 p.m. on Saturdays.
"We did the press release, we put it on our website, and we notified neighborhood associations as well," said Linda Miller, spokeswoman for PPA. "On Monday more folks will probably learn about it throughout the course of the week. This is not the first time we've done this; we've done it every year for I can't remember how long. It should not be anything new to shoppers in the city."
