Another human-resources officer quits school district

THE SCHOOL DISTRICT's chief human-resources officer has resigned to rejoin her previous employer, Sunoco, after less than a year on the job.

Theresa Gavigan, who earned a $175,000 annual salary, began in May with the district and was brought in by former Chief Recovery Officer Thomas Knudsen.

Some district employees described Gavigan, whose last day was Friday, as "engaging" and "really smart."

"She was a very decent, professional lady to work with. She was accessible [and] respectful," said Arlene Kempin, general vice president of the Philadelphia Federation of Teachers. "I'm sorry she's leaving."

Her predecessor, Estelle G. Matthews, quit in December 2011, amid allegations that she hired her unqualified son to work for the district and that she gave out unauthorized pay raises.

Gavigan, a Temple Law School graduate, worked for 30 years at Sunoco Inc. and Sunoco Logistics until early 2011, most recently as vice president of human resources and administration, according to her LinkedIn page. She later worked for the Blank Rome law firm and the Girl Scouts of Eastern Pennsylvania.

She did not return a phone call from the Daily News for comment.

"She's leaving with regrets," said district spokesman Fernando Gallard.
