Matthew Malenfant was appointed chief executive officer of Saxco International L.L.C., a Horsham provider of packaging products and services to the spirits, wine, beer and food industries. He replaces Keith L. Sachs, who retired. Malenfant had been president of VWR Americas.

John Hawkins, a veteran lobbyist, was promoted to vice president for city relations, from director for city relations, at S.R. Wojdak & Associates L.P., a Philadelphia government-relations firm. Hawkins had been a special legislative assistant for City Councilman Jim Kenney and served as research director of the Committee of Seventy.

TD Bank, Philadelphia, promoted Mitchell X. Stead to small-business relationship manager in Devon, from regional consumer lender in Delaware County.

Adrian R. King Jr., a leader of the P3/infrastructure group and the government-relations, regulatory-affairs and contracting group at Ballard Spahr, was named First DeputyAttorney General of Pennsylvania by Attorney General Kathleen G. Kane.

Zarwin Baum DeVito Kaplan Schaer Toddy P.C., Philadelphia, hired Jo Ann Cain as the law firm's chief financial officer. She had been regional finance director for the K-12 division of Aramark.

Universal Health Services Inc., a King of Prussia hospital-management company, hired Lynda Ann Smirz as vice president, chief medical officer, Acute Care Division. She had been chief medical officer, vice president of surgical services, with the IU Health System at IU Health North in Indianapolis., Levittown, named Ross Porubski director of Web development.

NBN Group, a home-care services company in Cherry Hill, hired Elissa Sherr as manager of business development. She was an account executive at Allegra Print and Marketing in Lawrenceville.

Plan Management Corp., an Ardmore provider of equity-compensation administration and securities management, hired Elena Thomas as chief operating officer. She had been an engagement manager in the Philadelphia, Paris and Mexico City offices of McKinsey & Co.

Colliers International, Conshohocken, hired John Susanin as senior vice president of the Office Division. He had been a partner at SSH Real Estate.

iPipeline, an Exton software provider, hired Kevin Kemmerer as executive vice president of product management. He had been an executive in residence with Warburg Pincus.

Capehart Scatchard, Mount Laurel, named Vincent T. Cieslik and Nikitas Moustakas shareholders. Cieslik is co-chair of the business and banking litigation department; he had been a partner at Conrad O'Brien. Moustakas had been a partner at Parker McCay.

Caesar, Rivise, Bernstein, Cohen & Pokotilow, Philadelphia, named Robert W. Stevenson shareholder. He had been vice president at Cell Pathways. He had been director of programs for the Philadelphia Art Alliance.

Paramour restaurant and the Wayne Hotel promoted Kyle Johnson to executive chef from chef de cuisine.

John Golden was promoted to director of communications for the Valley Forge Convention and Visitors Bureau, King of Prussia, from communications manager. Daniel E. Weckerly has been hired as communications manager. He had been senior content manager at Automated Financial Systems, Exton. Joseph Tacynec has been promoted to communications/social-media associate, from communications assistant.

Henderson Global Investors hired a new investment-management team in its Philadelphia office. Each person formerly worked for Delaware Investments. Kevin Loome is head of credit, U.S., and had been head of high-yield investments/senior portfolio manager. Charles Devereux is head analyst and had been senior vice president, director of fixed-income research. Devon Everhart is senior analyst and had been fixed-income senior research analyst/vice president. Douglas Zinser is senior analyst and had been vice president/analyst. Matthew Fanandakis is an analyst and had been a fixed-income research analyst/assistant vice president. Gregg Gola is a trader/analyst and had been division director, high-yield trading.
