Eastern took the lead on Kingsley Ayeni's 10-yard touchdown run in the third quarter. Eric Sawyer added to the lead with another rushing touchdown from 6 yards late in the third quarter before Hill put the game away in the fourth.
"We came out at halftime comfortable," Flacco said. "We're persistent. Our team's been like that all year. When they took the lead, we just knew we had to score and stop them like we usually do."
Flacco, younger brother of Baltimore Ravens quarterback Joe Flacco, completed 20 of 38 passes for 301 yards and two touchdowns. The senior moved into third place in New Jersey history with 7,313 career yards.
"He does things you can't coach," Spittal said. "He's our Johnny Manziel. Some of the things he does are just instinctive. He's our leader. He makes the other kids around him better, and that's the mark of a great quarterback."
"It'll be cool when I'm older and looking back at it," Flacco said. "Right now, I'm just worried about getting wins."
With the victory, Eastern advanced to the South Jersey Group 5 final at Rowan. The Vikings will play Cherokee, which beat Jackson Memorial on Friday night, 35-14.
Millville's first two scores came from Rob Ennis. He broke an 82-yard run on the Thunderbolts' first play from scrimmage and later returned a kickoff 71 yards for a TD.
