The Partnership for the Delaware Estuary has named Debbie Heaton its new director of development. Heaton previously held the same position at the Delaware Center for the Contemporary Arts.

TD Bank has named Thomas W. Turnbach vice president, senior commercial loan officer, in commercial lending in Philadelphia. He had been president of private banking and chief lending officer at Conestoga Bank in Feasterville.

    Andrew V. Brittingham was promoted to assistant vice president, sales and service manager, of its branch at 15th Street and JFK Boulevard in Philadelphia. He joined TD in 2002 as a teller and most recently was an assistant store manager.

   Michael A. Parelli was promoted to store manager of the branch in Lansdale. He had been an assistant store manager in Montgomeryville.

ParenteBeard, Philadelphia, appointed partner Julius Green to tax practice leader in the firm's Philadelphia region.

Apple Leisure Group, a Philadelphia provider of wholesale vacations, named Scott Bacon vice president of development, eastern Caribbean and the Bahamas. He had been director of revenue management and e-commerce with Florida's Sirata Beach Resort before joining the Preferred Hotel Group as regional director, Americas Southeast and Caribbean.

Penn Virginia Corp., an independent oil and gas company based in Radnor and Houston, promoted John A. Brooks to executive vice president and chief operating officer. He had been executive vice president, operations.

Christine Briganti has been hired as a financial professional at Devon Financial Partners L.L.C., Wayne. She had worked as a financial adviser for the Franklin Mint Federal Credit Union as well as a field coach for MetLife.

First Niagara Financial Group Inc., Plymouth Meeting, hired Steven Reisler as vice president, insurance sales producer for First Niagara Risk Management. He had been vice president at USI Insurance & TD Bank Insurance.

Poptent, a Philadelphia social-video creation company that connects major global brands and agencies with a growing network of independent filmmakers, hired Bill Harding as vice president of business development. He had been vice president of sales and business development for Kogeto, a panoramic video platform company.

T. Christian Rollins has been named chief development officer at Samaritan Healthcare and Hospice, Marlton. He had been executive vice president of Pride Philanthropy, Roswell, Ga.

Pennswood Village, Newtown, hired David Johnson as health-services director. He had been executive director/LNHA at Springpoint Senior Living, Red Bank.

Vist Bank, Wyomissing, hired Glorimar Amaro-Torres as a residential-mortgage originator. She had been a mortgage consultant at Wells Fargo Home Mortgage.

Aloft Mount Laurel promoted Desiree Ligotti to food, beverage and catering director at the Aloft Hotel in Mount Laurel. She had been catering and convention-services manager.

Bellevue Communications Group said Jubelirer Strategies and its two executives joined the Philadelphia public-relations firm in January. The merger brings veteran communications strategist Jeff Jubelirer to the firm as vice president and Johanna Kilbride as account executive. Jubelirer is known for his expertise in issue and crisis management and public-policy advocacy. They will bring along the firm's existing clients.

ACE USA, the U.S.-based retail operations of the ACE Group, named Robert Poliseno senior vice president and regional executive officer, Mid-Atlantic region. He had been vice president, ACE Professional Risk.

    Bill O'Donnell has been appointed senior vice president, distribution management, in addition to his current role as global client executive.

    Katharyn Kubursi has been appointed senior vice president, distribution management, and global client executive. She had been vice president and national account segment leader

   Carl Sutter has been named senior vice president, distribution management. He had been senior vice president, national corporate-risk segment leader for ACE USA regional operations.

Airgas Inc., the Radnor supplier of industrial, medical and specialty gases, as well as hard goods such as welding equipment and related products, promoted Pamela J. Claypool to senior vice president-human resources, from vice president-talent management.
