Council aides drafting a gift rule

Philadelphia City Council staffers have been drafting legislation that could finally determine what gifts, if any, a city employee or official can accept from outside sources, a top ethics official says.

The legislation could be introduced in Council in the next few weeks.

Council aides "presented us with new gift [legislation]. ... They asked us for technical assistance," Shane Creamer, the Ethics Board's executive director, said Wednesday. He said his staff has worked with aides to Council members Marian B. Tasco and Bill Green on a draft.

The effort follows six months of heated Ethics Board debate over the City Code's vague gift language. Watchdog groups want cash gifts banned; board officials say the code makes that impossible.

Creamer said a draft had been sent to board staff. Tasco and Green aides said they would not confirm that a bill was imminent.
