Health Partners Plans, a not-for-profit managed-care health organization in Philadelphia, hired Tal Zarom as vice president of the Medicare Stars Program and promoted Carol Smolij to Health Care Management chief of staff. Zarom had been corporate director of quality analytics & medical economics at AmeriHealth Caritas. Smolij was vice president of clinical quality.

TD Bank promoted Jose O. Roman to assistant vice president, store manager, of a branch in Wayne, from assistant store manager.

Cooper University Health Care, Camden, appointed Anthony J. Mazzarelli chief medical officer. Mazzarelli, a physician, attorney and bioethicist, had been senior vice president of operations and deputy chief medical officer.

Day & Zimmerman, Philadelphia, hired Fran Coady as vice president of human resources for the munitions and government business unit. She had been HR Leader at Met-Pro Corp.

WebLinc, a Philadelphia e-commerce platform and services provider for online retailers, appointed Marc Appana senior vice president of strategy. He had been senior vice president of consulting and CIO at FitForCommerce.

Pennoni Associates, a Philadelphia-based engineering, design and consulting firm, has acquired the assets of 40-member Wilmington firm B.D. Abel Inc. and named that firm's president, Robert Hayden, an associate vice president of Pennoni.

SunGard, a Wayne provider of software and technology services, hired Marianne Brown as chief operating officer of its financial-systems business. She had been president and CEO of Omgeo, a financial-services technology company.

Volpe and Koenig P.C., an intellectual-property law firm in Philadelphia and Princeton, elected former associate Wesley T. McMichael a shareholder Philadelphia office of the firm.   

   Also,     Frederick W. Dour, Jonathan M. Dunsay and Edward T. La Barr have been named associates, and Arian Shoari a technical adviser at the firm. Dour had been an associate at Moser Taboada L.L.P., New Jersey. Dunsay had been a patent-litigation associate at Greenberg Traurig L.L.P. in New York. La Barr had been an associate at St. Onge, Steward, Johnston & Reens L.L.C. in Stamford, Conn. Shoari had been a doctoral researcher and research assistant at the University of Rochester in New York.

Huntingdon Valley Bank has hired C.A. Sokol-Byrne as loan officer and Crista Lowrie as sales manager. Both had been loan originators at Vision Mortgage Capital.

Linwood Country Club, Linwood, named Eva Campbell director of catering sales. She had been director of catering at Trump Marina.

Wisler Pearlstine L.L.P., Blue Bell, hired Joseph M. Martosella III as an associate in the firm's litigation practice group. He had been a licensed broker.

Stephano Slack L.L.C., a Wayne accounting, tax, and advisory firm, promoted Michael J. Kerwin to partner from auditing and tax manager.

Architect and health-care specialist Greg Hamilton has joined the Philadelphia practice of design firm Stantec as a senior associate. He owned his own firm, Hamilton Consulting Inc., where he worked on a number of complex inpatient hospital and ambulatory projects.

Litigation attorney Michael P. Maguire has been elected to the partnership at Curtin & Heefner L.L.P., Morrisville. Maguire focuses his practice on representing insurance carriers.

Parker McCay P.A., a Mount Laurel law firm, hired Elyse G. Crawford as an associate in the firm's construction department. She had been a project manager and general counsel for Glacon Contracting, Boston.

Peter M. Harrison and Stephen T. Potako joined Philadelphia law firm Weber Gallagher as partners in the worker's compensation group. Both were partners at Post & Schell in Philadelphia.

High Swartz L.L.P., Norristown, has hired Sireen I.   Tucker as an associate in the law firm's real estate practice. She had worked as a senior foreclosure-litigation specialist at Ocwen Loan Servicing L.L.C. in Fort Washington.

John Cole, Wells Fargo's Northeast business banking division manager, has assumed responsibility for the company's Pennsylvania and Delaware business banking teams in addition to the New Jersey, New York and Connecticut teams.

Philadelphia law firm Clark Hill promoted Nolan Shenai to senior attorney. His practice focuses primarily on banking and finance litigation, as well as sports and entertainment law.

Mitchell Klein has been appointed chief risk officer at Citadel, Exton. He also acts as chief compliance officer. Klein had been senior vice president and general counsel at the Police and Fire Federal Credit Union in Philadelphia.

Triumph Group Inc., Berwyn, which designs, engineers, manufactures, repairs and overhauls a broad portfolio of aerostructures, aircraft components, accessories, subassemblies and systems, said M. David Kornblatt, executive vice president and chief financial officer, will become the company's director of corporate development. He will be succeeded as chief financial officer by Jeffrey L. McRae, president of Triumph Aerostructures-Vought Aircraft Division, upon formal election by the company's board.
