Police: 7 held after fatal shooting, standoff in Logan

One man was killed and another wounded in a shooting that led to a standoff with police Tuesday in the Logan section of Philadelphia, authorities said.

Seven people, possibly one or more of them gunmen, were in custody, police said.

Shortly before 6 p.m., police received numerous calls about gunfire and reports of people shot in the 1300 block of West Ruscomb Street, Chief Inspector Scott Small said.

Two wounded men, ages 23 and 24, were found in front of a house into which one or more shooters had fled, Small said.

The 24-year-old was shot in the neck and a shoulder, and was pronounced dead at Einstein Medical Center at 6:27 p.m., Small said.

The younger man was shot in a leg and was listed in stable condition at Einstein, where he was talking to police, Small said.

Officers found several handguns and rifles behind the house, including possibly an AK-47, Small said.

Police declared a barricade situation, and residents from the north side of Ruscomb opposite the house were evacuated.

Police negotiators eventually coaxed seven males from the house, and they were taken to the Homicide Unit for interrogation, Small said.

"We believe we possibly have the shooter or shooters in that group of seven," Small said.

The second-floor apartment where the men were holed up was being held while police obtained a search warrant, Small said.

Police also seized three dogs from the property and were waiting for animal-control officers.

For part of the barricade, Broad Street from Ruscomb to Rockland Street was shut down in both directions.
