The man suspected of killing a 3-year-old Grays Ferry girl in a street shooting last week has refused to cooperate with detectives - unlike his alleged companion, who was talking to police, a homicide official said Tuesday.
Brandon Ruffin, 22, was arrested late Monday on the 5600 block of Bloyd Street in East Germantown after detectives received a tip that he had been hiding at a friend's house there, Capt. James Clark said. He was taken into custody without incident and charged with murder.
Police said Ruffin and Douglas Woods, 22, were riding a bicycle - Ruffin on the handlebars, Woods pedaling - on the 1500 block of South Etting Street in Grays Ferry moments before the shooting Friday night. Ruffin opened fire on another man on the street, hitting him in the head.
