Man charged with 'upskirting' at Radnor grocery

A former supermarket employee was arrested in Radnor on Friday for allegedly "upskirting" - using a cellphone to surreptitiously video unsuspecting women - in another grocery store.

Brian Bailey, 52, of the 300 block of West Johnson Street, was arrested and is being held in Montgomery County on a probation violation for a similar crime, said Lt. Andy Block of the Radnor police.

Bailey is charged with two counts of invasion of privacy, disorderly conduct, and harassment, according to Block.

Radnor police were able to make the arrest using new facial recognition software.

On Aug. 22, Bailey was seen on video leaving the Giant supermarket in St. Davids. Moments earlier, he allegedly used his cellphone to record video from under the skirt of a Radnor Township woman. The victim notified management, Block said.

Bailey previously worked at another Giant store in Ambler, police said.

Using the new software, police took a low-quality image and measured physical features between the eyes and chin, and then from ear to ear. Police entered the data into a state website and received numerous "hits," said Detective T.J. Schreiber.

"We used it as a lead," said Schreiber.

The software accesses information in a number of state and federal databases, including the state Department of Transportation and a site with information on state inmates, he said.

Police were able to narrow the results and presented a photo lineup to the victim, who identified Bailey, said Block.

"You still have to use detective work," Block said.

Bailey has a criminal history, including a 2013 guilty plea for a similar case in Ambler, where he received credit for time served while awaiting trial and two years' probation.

Block said Montgomery County investigators confiscated Bailey's phone and found about 70 images taken under women's skirts.

"We believe there are other victims," Block said.
