A man wrongfully jailed for 10 months in the slaying of a minister's son filed a civil rights suit on Tuesday against Delaware County, the City of Chester, and the detectives involved in the investigation. "We believe this was a egregious failure to investigate this incident," said Joseph S. Oxman, attorney for Tahmir Craig, who was released from jail last month after prosecutors acknowleged he had been charged mistakenly in the Memorial Day shooting. District Attorney Jack Whelan said the lawsuit suit was not unexpected; Craig's attorney had made his intentions known when he was released.

A 27-year-old motorcyclist was killed in an accident in the city's Parkside section Thursday night, police said. The man was riding south on Belmont Avenue shortly after 7 p.m. when he was struck by a northbound red Dodge Durango making a left turn onto Parkside Avenue, police said. The motorcyclist was taken the Hospital of the University of Pennsylvania, where he later died, police said. The accident is under investigation. - Robert Moran

The Corbett administration has ordered the cancellation of an $8.6 million PennDot contract with a Colorado firm implicated in a recent grand jury investigation of the Pennsylvania Turnpike Commission. The PennDot contract for information technology services with Ciber Inc., of Denver, will be put out to bid again, Corbett's office said. Dennis Miller, 51, a Ciber vice president, was one of eight people charged last month with crimes involving bribes, gifts, and campaign contributions in the award of Turnpike contracts.

BARBARA McCREERY, the former principal at Bok Technical High School, handed over last month her administrative credentials to the state Department of Education in connection to cheating allegations when she was head of Communications Technology High School. Yet, McCreery continued to work as a principal, breaking the law in the process, while the district remained in the dark about her eligibility status. Schools spokesman Fernando Gallard said the district was notified Wednesday of the education department's agreement with McCreery to take their administrative credentials "in lieu of discipline.

The University of Pennsylvania Health System on Wednesday announced it has notified federal authorities, state regulators, and patients that a cardiologist may have performed unnecessary stent procedures at a system hospital. The doctor, Vidya Banka, 71, had medical privileges at Pennsylvania Hospital, but was not employed by the health system. He has given up those privileges, said Penn spokeswoman Susan Phillips. She said outside cardiovascular experts reviewed a sample of Banka's stent cases from the past five years and concluded that medical tests did not appear to show significant blockages in the heart blood vessels of about 20 patients.

A federal grand jury in Philadelphia is investigating millions of dollars of politically connected "economic-development" spending by the Delaware River Port Authority, The Inquirer has learned. The DRPA's chief attorney and inspector general sent a memo to DRPA employees last Thursday warning them to preserve all documents related to the agency's economic-development projects. DRPA chief executive John Matheussen said Wednesday, "I can confirm that we have been served with a subpoena by the U.S. Attorney's office.

The Humane Society of the United States will be offering a one-day seminar for area law enforcement on animal cruelty investigations, the organization announced. The training, through the affiliated Humane Society University, will be on Wednesday at the New Castle County Police Southern Headquarters in Middletown, Del. The course will include information on drafting arrest and search warrants, preparing for prosecution and testifying in court. Animal cruelty laws, including those for dog fighting, are on the books in all 50 states, but are often a low priority for prosecutors, according to the group.

KAUFMAN, Texas - Kaufman County District Attorney Mike McLelland took no chances after one of his assistant prosecutors was assassinated two months ago. McLelland said he carried a gun everywhere he went and took extra care when answering the door at his home. "I'm ahead of everybody else because, basically, I'm a soldier," the 23-year Army veteran said in an interview less than two weeks ago. On Saturday, he and his wife, Cynthia, were found dead in their home just outside the town of Forney, about 20 miles from Dallas, killed in an attack for which authorities have given no motive.

Carnegie Mellon University has suspended a fraternity after finding evidence of sexual pictures and videos taken in the fraternity house and e-mailed to fraternity members. School officials were notified by a student about the pictures and videos taken in the Beta Theta Pi fraternity house, situated on campus. "Although I am mindful not to presume guilt while the investigation is still in progress, I was shocked and deeply disappointed when I learned about these allegations," university president Jared Cohon wrote in an e-mail to students.

TRENTON - Gov. Christie has asked the state attorney general to investigate a visit by local police and state child-welfare caseworkers to the home of a man who posted a photo online of his young son holding a military-style rifle. The governor said news reports had raised "troubling questions" about how the case was handled. The officials went to the Carneys Point home of Shawn Moore on March 14 following what police say were anonymous calls expressing concern about the safety of a child.
