On a clear day, the newly opened observation deck on the 57th floor of One Liberty Place offers unhindered views as far as Limerick's steaming nuclear plant cooling towers in the north to Wilmington in the south - with all of Philadelphia's urban bustle packed in between. What would our city's founders, stuck at pedestrian level, have made of such a panoramic, bird's-eye vista? "I am beside myself," offered the Benjamin Franklin impersonator hired to stand next to the observation deck's larger-than-life, geodesic bust of Franklin and greet the opening-day crowds Saturday.

The long-awaited Shops at Liberty Place officially opens its doors to the public Tuesday, touting rich Italian marble floors, a glass dome and a cascading waterfall. All the gloss and polish will help serve an important mission: Overcoming a sluggish retail climate. Developers are convinced that, in addition, demographics and an enticing mix of shops and restaurants will be on their side. Eventually, Liberty Place will add 80 retailers to Center City; 53 of them by next Tuesday.

Many see The Shops at Liberty Place as a source of new life for Center City. But to the president of the Eden Restaurant Corp., it was "the final nail in the coffin. " Harrison Wood closed the doors to his 11-year-old restaurant on Chestnut Street near 15th a little more than one month after the doors to Center City's new glitzy inner-city mall opened in mid-November. Wood points to many reasons for the drop in business at his restaurant - from the declining economy to increased crime.

Perhaps Edmund Bacon's negative opinion about the new tall buildings in Philadelphia (Op-ed Page, Feb. 26) is due to his myopic view of just how big the city really is. He sees only the couple of square miles of Center City. Yet the city is much bigger and yearns to be more. The Rouse tower, though incomplete, already extends the image and identity of Philadelphia out into the neighborhoods where it is visible, and where City Hall is not. What a thrill to see the tower looming up from Hunting Park and Allegheny (for instance)

The owners of Two Liberty Place have put the office portion of the Center City tower up for sale, according to CBRE executive vice president Robert Fahey, who is handling the listing. Florida-based Parkway Properties is selling the office space in the 57-story tower to focus on its core portfolio of assets in the southeastern United States, Fahey said Tuesday. He said a significant amount of interest during the week in which the property has been marketed has come from overseas buyers who are newly discovering Philadelphia as a target for investment.

When Larry Bosley and his son Geoff bought the hulking building at 148 W. State St. in Kennett Square in 2010, they knew it had a prestigious past. Most recently, it contained offices; before that, a furniture store. But originally, it had been built out of the steel hull and beams repurposed from the Joshua Alexander, a World War II Liberty cargo ship made in a Baltimore shipyard from Bethlehem steel. The building's future, though, was less clear. The 10,000-square-foot ground floor, vacant since 2008, was prime for retail.

It's been nearly 30 years since Liberty Place's first tower pierced Philadelphia's skyline, breaking the cherished "gentleman's agreement" on height to become the city's tallest building. Even though the complex has been overtaken by the Comcast tower, and will soon be demoted by an even taller Comcast skyscraper, Liberty's two blue towers still hold a special place in the city's heart, as well as the sky. The fixation on height has meant that we rarely take time to consider how Liberty Place functions on the street.

After 13 years at 1616 Walnut St., Philadelphia retailer Joan Shepp is moving her boutique to the first floor of the Shops at Liberty Place - temporarily. "We are moving to Liberty Place as a pop-up store," Shepp told The Inquirer on Monday, soon after signing the three-month lease at the Shops. "We will be there through Christmas, and then we will figure out what our next move is. " Shepp and her daughter, Ellen, have been trying to figure out their fashion fate since they received notice more than a year ago that their rent would triple.

Hoping for a repeat of the experience at 10 Rittenhouse Square, iStar Financial has handed the remaining 73 condominiums at the Residences at Two Liberty Place to developer Carl Dranoff to market and sell. Sales of those units, on the 42d through 57th floors of the Center City skyscraper, were to have begun Wednesday after a brokers' open house that drew more than 150 area agents, but the first contract was signed Tuesday. The number of brokers at the open house attested to the market's high demand for luxury condos and the dearth of supply.

FIERY RANTS about "white devils," "whores" and homosexuals, and calling black passers-by the N-word are what members of the Israelite School of Universal Practical Knowledge are known for while protesting in front of One Liberty Place. It's also why the owners of the retail and residential complex, at 16th and Chestnut streets in Center City, filed a lawsuit in May to prevent the group's members from protesting out front. But during a court hearing yesterday, one of the religious group's leaders, "General" Kory Travis, politely explained to a judge the reasoning behind the harsh words and why his group should be allowed to continue protesting at the entrance to the Shops at Liberty Place, the complex's mall and food court.

For a penthouse, the top of One Liberty Place hasn't seen much action. First, it was a Cigna corporate cafeteria. Then, it sat vacant. Soon, though, the space - and, more important, the views - will be accessible to anyone willing to pay $19 a ticket. The One Liberty Observation Deck , to open in November, represents an investment "north of $10 million," said general manager Evan Evans. He expects it to attract half a million visitors per year.   To his employer, the French company Montparnasse 56, it was an obvious choice.

It has been 15 years since the Philadelphia Navy Yard was turned into a suburban-style office park. Lured by the promise of free parking and easy highway access, dozens of companies now make their home there, employing some 12,000 people. The development is widely considered an economic success. If your only experience of the Navy Yard has been a fleeting glimpse from I-95, it may come as a surprise to learn that it is also a design success. Not only has the Navy Yard moved beyond the bland office-park model by creating a formal street plan with real sidewalks, but it also is producing some of the best architecture in Philadelphia - better than most of what we're seeing in Center City or University City.

A FORMER employee of ABM Janitorial Services claims in a lawsuit that he was discriminated against by the company because of his faith, race and disability. Vincent Danao, 49, of Logan, became a Hebrew Israelite in 2007. He said yesterday that after he did so, "I just began getting harassed and everything. " His lawsuit, filed in U.S. District Court in Philadelphia last month, contends that Danao faced hostility, got dumped with more work, was falsely criticized for his performance and was placed under increased scrutiny after he made his new religion known.

A France-based company that operates observation decks in Paris, Berlin, and Chicago plans to open a viewing spot on the 57th floor of the 61-story One Liberty Place. Montparnasse 56 said the attraction - its second in the United States - is scheduled to debut in the summer. Mayor Nutter welcomed the project, saying in a statement: "We are a destination rich in history, culture and the arts. From the most historic square mile in the country to the expansive collection of art housed along the Benjamin Franklin Parkway, the new observation deck by Montparnasse 56 will offer visitors a chance to see our changing skyline and tourism assets.

A CONTROVERSIAL group of black street preachers who spew hate speech at whites, Asians, gays, women and some blacks they find objectionable, has a right to continue preaching, the state Superior Court has ruled. The Oct. 14 decision affirmed Philadelphia Common Pleas Judge Ellen Ceisler's ruling from July 2013, and is another blow to the Shops at Liberty Place, which sued the preachers. Operating under the name Israelite School of Universal Practical Knowledge, the preachers since 2012 have held semiregular Friday-afternoon demonstrations on the public sidewalk at 16th and Chestnut streets, which is near the main entrance to the Center City retail complex.
