IT SEEMS DOWNRIGHT MEAN that as unemployment hovers above 9 percent, the stock market is plummeting and politicans are horrified that rich people may be asked to pay the same rate of income tax that they paid 10 years ago, TV Guide and Forbes have both decided to release lists of wealthy celebrities. This is not an indictment of rich people; it's good that there are folks with money to burn and millions of others who want to be just like them. Tattle wants to be just like them.

STRONG RUMORS around the local CBS Radio cluster suggest that 94 WYSP will become the FM home of Sportsradio 610 WIP and drop its longtime rock format around Labor Day. WIP program director Andy Bloom said that he could neither confirm nor deny the rumor but that there were rumors about the stations all the time. There have been moments, sometimes lasting years, when Britney Spears has seemed like an accessory to her own career - the public face of a vast army of producers, songwriters, choreographers, stylists, publicity agents, and marketing executives. But holding together that tangle of competing agendas is no easy task. Part of what great pop stars do is provide a sense of continuity, using the force of their personality to bridge the gaps between trends. CASINOS STRAIGHT NO CHASER Last year's summerlong run by Straight No Chaser at Harrah's Resort Atlantic City was certainly an artistic success. But this year's warm-weather encore finds the 10-man a cappella outfit taking its vocal gymnastic act to another level. "Songs Through the Decades," the unit's new, exclusive-to-Harrah's presentation (it runs through Sept. 4), finds the troupe more polished and assured than ever as it surveys a half-century's worth of pop hits culled from the doo-wop/rock 'n' roll revolution and "Rat Pack" era of the '50s to "boy bands" of the '90s and beyond.
