Was this a peep show or a fashion show? Bare breasts and backsides were everywhere yesterday in the finale of Ellen Tracy's exhibition. The mostly male photo corps was in wolf-whistle heaven, but others thought Ellen Tracy's designer had lost her mind or her scruples. "It's like resorting to shock value for the sake of a show, because they don't have enough talent to just do the clothes. And when it becomes about the bodies rather than the clothes, we've got problems in this industry," said Bud Konheim, president of Nicole Miller, which operates a boutique in Manayunk.

Gosh darn it, Sharon Stone will not sell herself by doing nude scenes - not for any price! "If somebody says to me the movie is going to make $5 million if you take off your clothes . . . I am probably not going to do it," the actress said in an interview to air tonight on the syndicated TV program, "Extra. " Didn't you see the trailers for her movie opening Friday, "Last Dance"? She's got lank hair! She looks crummy! She's a serious actress now! So no more of that "Basic Instinct"-"Sliver"-"Casino" nudity stuff.

After watching Romance in rehearsal, the production's scenic designer, Phil Graneto, turned to Carol Rocamora and said, "Where's the nude scene?" She laughed. The very idea of erotic nudity in any play that Carol Rocamora puts on is downright funny. She doesn't believe in it. Everybody who knows her knows that, and Graneto knows her well. His question wasn't entirely a joke, though. Playwright Ernest Joselovitz's script calls for a couple to get into bed together and not to sleep.

No nudes is good news to the folks of Lower Township, the awkwardly named municipality with jurisdiction over the Delaware Bay shore beaches along the southwestern edge of Cape May County. The Township Council recently decided to amend a 1965 ordinance prohibiting "lewd and indecent behavior. " The amendment arose after Superior Court Judge Paul Porreca ruled that three men arrested for sunbathing nude on Higbee Beach (an out-of-the-way clump of dunes where nude bathers traditionally gather)

Sharon Reed didn't merit a Top 10 list, but the anchor who put the nude in the nightly news got a chance to sit down with David Letterman on the CBS Late Show last night. Letterman, who had razzed the former Philadelphia newsie for two nights this week, was a gentleman. Reed generated national attention over her Nov. 15 first-person story about posing nude for a photographic installation as a ratings stunt on her current job in Cleveland. "He was warm, he was kind, he was funny," Reed said.

If you're looking for a way to be cool - not just comfy but cool - take off all your clothes. At the 16th annual Live Arts Festival/Philly Fringe, which runs Friday through Sept. 22, nudity seems to be the prevailing fashion statement. In the Live Arts portion - 16 productions invited and backed by the organizers - five acts include nudity, and in one of them, a movement-theater piece, Untitled Feminist Show , no one wears anything at all for an entire hour. That's the most ever: Last year, no Live Arts show listed in its description that its production "includes nudity" (though one actually did)

THERE'S GOOD AND BAD news for fans of HBO's "Hung. " There is even more nudity and sex in the upcoming season, which premieres next Sunday, but it does not feature Elkins Park native Rebecca Creskoff . Swimming pools could be more risque than strip joints if Pennsylvania enacts a proposal to ban full and even partial nudity - live or on film - in bars and restaurants that serve liquor. Topless bars would be no more. Bachelor parties would be either tamed down or forced into private locales. Even dirty photographs would be nixed in places where booze is sold. In short, there wouldn't be much tease and very little strip. Why? "It's the wrong kind of entertainment," said Rep. Jerry Birmelin, the Wayne County Republican who is sponsoring the measure.

Bill Vogt is fighting for the right to be nude on Higbee Beach. But his wife, Arlene, says she will settle for the right to go topless - just like her husband and other guys. Arlene Vogt, 37, took off her bikini top over the weekend on the once-but-no-longer-nude beach long enough for a police officer to give her a citation for being nude in public. "I pointed out I was in the same attire as my husband - a bikini bottom," Vogt said yesterday outside the Lower Township Municipal Court building, where she pleaded not guilty and requested a trial.

TURNING THE BIG 4-0 can be a difficult hurdle. Amanda Schoonover, a South Philly-based actress, was no exception. But instead of hiding from her age the way so many in her profession do, she decided to celebrate the fact that she was entering her fourth decade by posing for some boudoir-style photos. Nothing overly risque or graphic. She wanted to pose in lingerie and strike some 1950s-era style pinup poses. Tasteful images taken by a professional photographer. "I wanted to do something that would make me feel good about myself," Schoonover told me yesterday.

Let's give Rob and Sheri Moon Zombie, the Sonny and Cher of sadomasochistic horror, the benefit of the doubt and assume they set out to make The Lords of Salem an instant bad cult film about witches. That still doesn't excuse how dull it is, how slowly the dull things happen, how the heavy metal rocker-turned-horror director Rob seems to have forgotten how to make even his simplest jolts pay off. And it doesn't explain how Sheri could have made as many of these movies with her husband and not learned a thing about acting.

SAN FRANCISCO - San Francisco shed a vestige of its free-spirited past as local lawmakers narrowly approved a citywide ban on public nudity. Casting aside complaints that forcing people to cover up would undermine San Francisco's reputation as a city without inhibitions, the Board of Supervisors voted 6-5 on Tuesday in favor of an ordinance that prohibits exposed genitals in most public places, including streets, sidewalks and public transit. Exemptions would be made for participants at permitted street fairs and parades, such as the city's annual gay pride event and the Bay-to-Breakers street run, which often draws participants in costumes or various states of undress.

Biographical drama is a tricky enterprise. When a biography centers on a pivotal moment in a life, ( End of the Rainbow , The Mountaintop , Amadeus ) it's perhaps most effective. But when the approach to that life is a chapter-by-chapter memory play, as with Carson Kreitzer's frustratingly didactic Behind the Eye , receiving an equally frustrating production by Gas & Electric Arts, the result - despite nudity and R-rated language - can feel an awful lot like a lecture.

Private Places Tuesday-Thursday at the Live Arts Studio, 919 N. Fifth St. $28-$35. Nudity or near-nudity has been featured in almost every Live Arts/Fringe event I've attended - and I'm only halfway through the festival. Since I haven't heard anyone yell "Let's get naked!" I've kept my clothes on so far. I can't say the same for the performers in Jumatatu Poe's Private Places - members of Poe's company, idiosynCrazy - which opened Saturday at the Live Arts studio. In the lobby we checked our bags, then were divided into groups and herded in as meekly as airline passengers.

THE LIVE ARTS Festival and Philly Fringe are getting naked this year. Sure, there are always elements of nudity during the city's premier arts festivals, but this year in particular puts naked performers at the forefront. "There's an empowerment in performing scantily clad or nude. It felt a little bit on the edge, a little bit off center, a little bit extra loud," said choreographer Brian Sanders. "We see a nude painting, we don't consider it that cutting-edge. There's something about the live nude performance that gives it an extra level of potency.
