Ford's Lincoln-Mercury Division will stop selling the European-built Merkur XR4Ti sport coupe in the United States at the end of the 1989 model year, a company spokesman said yesterday. Tom Rhoades, Lincoln-Mercury's chief spokesman, said dwindling U.S. sales of the $19,000 coupe did not justify the considerable cost of designing a mandatory passive-restraint system for it. (Passive restraints, which can be either automatic seat belts or air bags, will be required on all cars sold in the United States in the 1990 model year.
